Order to check thing, with pedal going to floor?

Early 71 (Jan) M375 chassis, single master and booster.

With engine running I can feel some assist in the pedal, but it still goes right to the floor.
The rig sat for some time before towing here.
I added a pint to the master which did increase the "feel", but still to the floor.
No visible fluid
Local shop has a power bleeder, should we just do a bleed first and see?
What is the sign of a bad master vs a leaking booster?

I assume:
1. bleed (what order?)
2. check vacuum hoses and wheels etc for fluid
3. pull drums and check slaves
4 ?

Sounds like you are on the right track. I know others here have expressed frustration with the older (pre 1976?) hydrovac brake systems.
